Northeast State realizes that outside factors can impact students and their coursework. Therefore, community resources that support the health, welfare and needs of students are made available. Each organization has been reviewed by the Student Needs Project staff to ensure that students receive appropriate assistance.

Tennessee Redline

The Tennessee REDLINE (1-800-889-9789) is a toll-free information and referral line coordinated by TAADAS and funded by the Tennessee Department of Mental Health Substance Abuse Services. The purpose of the REDLINE is to provide accurate, up-to-date alcohol, drug, problem gambling, and other addiction information and referrals to all citizens of Tennessee at their request. The Redline provides referrals for Co-Occurring A&D disorders that arise along with Mental Health disorders.

Grace Home of Bristol

The Grace Home of Bristol is a biblically-based program with 18 beds for women with life-controlling problems like alcohol and drug addiction. The Program is very structured and lasts for about 9 months. An additional 3 months may be approved. The Grace Home is a non-tobacco program and residents are not allowed to use tobacco products at any time. Other restrictions or limitations include restricted use of cell phones, not leaving the campus without a chaperone, and no private vehicles. The program includes structured classes, counseling, a support group, work therapy and training, and church participation.

Haven Lighthouse of Bristol

Magnolia Ridge Alcohol and Drug Treatment Facility

Magnolia Ridge is a 19-bed alcohol and drug detoxification and residential treatment center specializing in addiction and related problems including co-occurring mental illness diagnosis and lifestyle issues for adults 18 and older.

Watauga Behavioral Health Services

Northeast State

Northeast State to offer ESL courses for fall 2016

Northeast State will offer English as a Second Language (ESL) classes at its Johnson City campus for fall 2016.

"The ESL sections will be different from other sections in that they will be taught by an instructor familiar with the needs of ESL students," said Caitlin Chapman-Rambo, a Northeast State English instructor. "As a result, these courses will implement the language teaching methods that work best for students learning a second language."

The courses are ENGL 0870 (Basic and Developmental Writing) and ENGL 1010 (Composition I). Students are required to sign up for both sections and have approval from the instructor. 

ENGL 0870 is scheduled for the first seven weeks of the semester and ENGL 1010 is slated the second seven weeks. The classes are scheduled on Tuesdays and Thursdays from 2 p.m. to 4:45 p.m.

Chapman-Rambo said the ESL classes will focus on English grammar for non-native speakers, vocabulary building, group work and communication, and mastering the skills needed for academic writing in a second language.

The classes will also be smaller, so instructors will spend more one-on-one time with each student. She said she expects the student population will be diverse, so classes will employ a culturally sensitive approach as well. 

"We think there are probably other non-native speakers in the community who would like to enroll in a degree or certificate program at Northeast State, but are worried about taking and passing the required English classes," Chapman-Rambo said. "Right now, those are the students we’re trying to reach."

  • Parent Referrals
    • Parents can call or come in and request information about child care facilities in their area. They also include information regarding what Quality looks like in the child care setting.

    • This is a service to help child care providers create quality, developmentally appropriate environments for children.
  • Training Workshops
    • Free training workshops on child care issues are offered through their team of Resource & Referral Specialists. They have workshops in the evenings, the afternoon hours and sometimes on Saturdays.

ETSU Community Counseling

The Community Counseling Clinic offers free counseling services to members of the community. Individual counseling and family therapy is provided by counselors-in-training for adults, adolescents, and children.

ETSU Behavioral Health and Wellness Clinic

Psychotherapy for individuals, couples, families and groups is provided by doctoral graduate students. The BHWC also provides a wide range of assessment services. BHWC is a training clinic; therefore, counseling is not provided for individuals involved in divorce, child custody or any legal cases or work that is "court ordered." Fees range from $5.00 - $40.00 based on family income.

Calm Center

The CALM Center is open 24/7 as a voluntary short-term observation, intervention, and stabilization service for adults 18 and older. The Center is for individuals facing a potential mental health crisis. All services are free. The Calm Center serves residents in Carter, Hancock, Johnson, Sullivan, Unicoi, and Washington counties. The walk-in center offers respite from a hectic situation, a starting place for someone needing further care. That includes a crisis evaluation, outpatient treatment, stabilization, addiction services, co-occurring, referral or hospitalization.

Contact Concern 2-1-1

Trained volunteers provide confidential support 15 hours a day, 365 days a year to individuals experiencing loneliness, depression, abuse, or are in a crisis situation. They also serve as a referral source for individuals who need information about temporary financial assistance and/or medical care at a reduced cost.

Crisis Stabilization Unit

The 24-hour hot-line is a resource for individuals who are suicidal and for their family and friends. The three-day inpatient program is for individuals who voluntarily admit themselves and serves residents in Carter, Hancock, Johnson, Sullivan, Unicoi and Washington counties. They accept individuals without insurance.

Tennessee Domestic Violence Shelters

Domestic violence shelters provide a safe place for women and children for one night up to 30 days. Shelters are an in undisclosed location in order to protect the safety of residents. Women who have transportation may meet the shelter staff in a public place or may be transported to the shelter by the police. Services include food and shelter, counseling, advocacy, assistance to locate permanent housing and secure employment when needed.

Family Promise of Bristol

Family Promise is a part of the Interfaith Hospitality Network. Ten area Bristol churches serve as "host congregations" for homeless Bristol families to provide shelter, food, and other services.

Haven Home of Bristol

Haven Home for women provides food, shelter, and clothing for homeless women with 8 beds available. The Haven of Rest is a non-tobacco campus and users of tobacco must be away from the campus or smoke in the designated smoking area. Breakfast, lunch, and dinner are made available to residents.

Haven of Rest Ministries of Bristol

The ministry provides safe, clean, temporary housing for 30 homeless men. Programs offered: Transient Program, Job Search Program, Work Program, and Special Needs Program.

The Interfaith Hospitality Network of Greater Kingsport, Inc.

A coalition of churches band together to provide a safe, family oriented place for families in crisis to stay, as well as nutritious meals, and mentoring to help homeless families with children under 18 on their quest to regain independence. IHNGK is the only shelter in Kingsport currently able to accommodate two parent families, teenage boys and single fathers with teenage girls. Caring community and staff members provide guidance, encouragement, and supportive services to help families find and retain permanent housing.

Salvation Army of Bristol

The Center provides dinner at 5:00 p.m. and shelter for women and men. Check-in is from 6:30 - 8:00 p.m. Photo ID and drug and alcohol screening required.


Department of Human Services

A government agency located in each county to provide financial and nutritional assistance and health insurance programs to those who qualify. Programs include Families First for families who have children and are experiencing financial difficulties and the Supplemental Nutrition Assistance Program or SNAP, formerly called the Food Stamp program, for children and families, the elderly, the disabled, unemployed and working families.

This is a place where all in the community can gather to eat healthy delicious food and strengthen our community by offering hope through the enjoyment of a meal.

    The It Gets Better Project's mission is to communicate to lesbian, gay, bisexual and transgender youth around the world that it gets better, and to create and inspire the changes needed to make it better for them.

    Matthew Shepard Foundation

    The Foundation provides online resources and a blogging platform for youth who are struggling to deal with coming out, family acceptance, bullying and harassment, or faith issues.  Through a website called  Matthew's Place, the Foundation is particularly focused on helping youth who live in rural areas who have few in-person resources to which they can turn.

    PFLAG is the nation's largest family and ally organization.       NET Trans

      The NET Trans (Northeast Tennessee Rural Public Transit) service area includes Carter, Greene, Johnson, Hawkins, Sullivan, Washington and Unicoi Counties. NET Trans service operates Monday through Friday from 6:00 a.m. to 6:00 p.m., limited services on Saturdays, and extended hours of services through contracts and special request when resources are available. Many of our vans are equipped with wheelchair lifts to serve our customers with disabilities.


        Sullivan County

        Bristol Tennessee Transit

        The City offers fixed route service from 6:15 a.m. until 6:00 p.m., Monday through Friday except on Holidays observed by the City. Cost for adults is only 60 cents, seniors and disabled citizens are only 30 cents, and children under 6 years of age the ride is free.

        Kingsport Area Transit

        The Kingsport Area Transit System (KATS) offers four routes in the City of Kingsport. KATS buses run Monday through Friday, five days a week, from 7:30 a.m. until 5:30 p.m. Every KATS bus is wheelchair-accessible. Regular KATS fare is $1 for the general public ages 18 to 64. Reduced fare is $ .50 for those 65 and older, and disable passenger. Other ticket options are also available for purchase at the KATS Transit Office at:

        KATS Dial-A-Ride

        KATS Dial-A-Ride is a curb-to-curb, origin-to-destination next day transportation service. Dial-A-Ride is available to those individuals who reside in the City of Kingsport, and because of their disability or health-related condition, cannot independently board, ride and/or disembark from an accessible fixed-route transit bus or cannot get to/from a boarding or disembarking location. Trips that are scheduled within the designated ¾ mile fixed-route Dial-A-Ride zone are $2.00 each way.

        BUCSHOT

        ETSU BUCSHOT is a free bus transit service that operates on/around ETSU campus. Operational hours are Monday through Friday 7:15 a.m. to 12:00 a.m. (midnight) and some Sundays. Hours vary according to route. All buses used to provide BUCSHOT service are equipped with lifts or ramps to meet the needs of clients with disabilities.

        Johnson City Transit System

        Johnson City Transit System (JCT) operates Monday through Friday from 6:15 a.m. to 6:15 p.m. JCT operates seven buses on 13 fixed routes in the City. For route information, including maps and stop locations/times go to www.johnsoncitytransit.org/schedules_maps.html. All major commercial and institutional facilities, major residential neighborhoods and group housing complexes are served by the JCT fixed routes. All fixed route buses are lift-equipped (or equipped with ramps) to meet the needs of clients with disabilities.

        "XTRA" Para-transit Service

        JCT also provides "XTRA" Para-transit Service. "XTRA" is a demand response transportation service for persons with disabilities, who are unable to use the JCT fixed route bus service, and who are certified as "ADA Eligible." The JCT "XTRA" service area is the corporate city limits of Johnson City, TN, or 3/4 mile of a JCT fixed route. "XTRA" para-transit is curb-to-curb service, provided from the curb in front of the client's pick-up point to the curb in front of the client's destination. Trip reservations for next day service are accepted by the JCT Demand Response office until 5:00 p.m., by calling the JCT Demand Response office at
