The purpose of the High School Transitions Program is to strengthen the linkages between area high schools and Northeast State relative to programs of study, articulation, dual and joint enrollment, dual credit, and the administration of Perkins IV grant programs and services. The goal  for each regional Local Educational Agency (LEA) is to have at least one (1)  career and technical program of study with Northeast State.

The Northeast State Transition Program focuses on having an “active” early college credit agreement (articulation, dual enrollment, and dual credit) in career and technical education with each Local Educational Agency (LEA), i.e. school district. Active in the sense that each LEA has at least one student gaining benefit in the form of college level credit through programs linking the high school to Northeast State. The current linkages by which high school students may participate are:

• Articulation: The high school teaches “equivalent learning outcomes” in more than one high school course where students attain competency. Northeast State validates student proficiency through administering end of course assessments.
  
  
• Dual Enrollment (Career Fast Track): a postsecondary course, taught either at the postsecondary institution or at the high school, by the postsecondary faculty (may be credentialed adjunct faculty), which upon successful completion of the course allows students to earn postsecondary and secondary credit concurrently. The student must meet dual enrollment eligibility under the TBR policies.
  
  
• Dual Credit (PC 459): a postsecondary course that is taught at the high school by high school faculty for high school credit. Students are able to receive postsecondary credit by successfully completing the course, plus passing the assessment developed and/or recognized by the granting postsecondary institution. The institution will post the credit upon enrollment of the student.
