Child Care Access Means Parents in School (CCAMPIS)

CCAMPIS is a federally funded grant that provides eligible Northeast State student parents with childcare subsidies to Tennessee licensed providers that deliver full-day childcare services for infants through pre-school ages with at least 13 children. Spaces are limited.  A sliding fee scale is used to determine student-parent cost to the provider. Northeast State does not provide on-site or drop-off child care services.

We couldn’t have afforded child care just for me to be in school, but since there was a program to help me pay for daycare, I was able to start school a few years sooner than I would have if I had waited for my child to enter public school.

CCAMPIS is a federally funded student success grant through the Department of Education that allows low-income students to access child care subsidies. We can pay up to a 90% subsidy for a child’s tuition at a daycare.

Students can use Tennessee Department of Human Services child care assistance in addition to CCAMPIS, which lowers the tuition for everyone involved.

Essentially, it allowed me to come to Northeast State.

Balance is really important in life, and it’s easy to lose yourself in parenthood where it becomes the whole aspect of who you are. But with outside resources like CCAMPIS, you can begin to balance that with career goals and academic achievement, helping you grow as a person. I think that’s important for all parents to set an example for their kids.

CCAMPIS eligibility is based on a student’s Pell Grant status and their Student Aid Index (SAI). We ask, “Are you receiving the Pell Grant?” and review your SAI.

Any student with a negative SAI is eligible for the highest subsidy rate of 90% through CCAMPIS. There is also a GPA requirement. The Pell Grant requires a 2.0 GPA, while CCAMPIS requires a 2.5 GPA to remain in the program. Students must also meet with their advisor once per semester to ensure they are on track to graduate.

The CCAMPIS application is straightforward. There is a link online to a Microsoft Form. Students complete it using their student email, providing contact information, details about their children, and whether they are already enrolled in a child care center.

Northeast State does not have an on-campus daycare, so students choose childcare providers in the community that meet Tennessee Department of Human Services requirements. The college partners with these providers directly.

If I had advice, it would be to get involved. Find out what resources are available. If you don’t know, ask — because everyone here wants to help you succeed.

Use those resources. That’s what they’re there for.

Eligibility


Funds are limited and not everyone who applies receives an award. Student parents may be placed on a waiting list.
Student parents who have earned bachelor's degrees are not eligible to apply.

Student Parent Requirements

  • Eligible (infant through preschool) dependent child(ren)
  • Completed Free Application for Federal Student Aid (FAFSA) 
  • Pell Grant eligible as determined by FAFSA
  • Enrolled in degree or certificate program
  • Enrolled in at least 6 credit hours per semester
  • Attend CCAMPIS Orientation
  • Make satisfactory academic progress each semester

Preference given to student parents

  • Date of completed application packet
  • Unmet need for full-time childcare assistance
  • Enrolled full-time (12 credits)

Remaining Eligible

  • Meet monthly with CCAMPIS Coordinator
  • Submit weekly Class Attendance Verification
  • Meet with academic advisor at least once per semester
  • Develop guided pathway (academic plan)
  • Participate in at least one parent training opportunity per semester
  • Complete evaluation of their program, care and personal experience
  • Be in accordance with childcare center policies
  • Remain in good academic standing with financial aid
  • Make satisfactory academic progress each semester

Sliding Fee


Northeast State developed a sliding fee schedule based on the student parent’s Student Aid Index (SAI), as determined by FAFSA. Subsidies will be calculated as a percentage of the fee for which the student parent is responsible.
The parent fee is determined by the childcare center after all other sources of aid are applied (social services, provider-sponsored discounts, etc.).

CCAMPIS funds are provided for the fall and spring semesters and during winter break. Summer subsidies may be available. All subsidies are provided directly to the childcare center. Student fees are paid by the student directly to the childcare center in accordance to their policies. Students are responsible for all other center fees (application, supplies, field trips, late fees, etc.).

CCAMPIS subsidies cannot be used to hold/reserve childcare slots.

Provider Requirements


  • Meet the Tennessee Department of Human Services (TNDHS) definition of “daycare center”, which offers care to thirteen or more children
  • Licensed childcare center by TNDHS, with a QRIS score between 80 and 100
  • Have a signed partnering agreement on file with Northeast State Community College

A childcare center’s QRIS Score and compliance history report should always be verified through the TNDHS website.

Before subsidies are provided, student parents and childcare providers:


  • Must sign a participant agreement stipulating that they understand program eligibility and performance requirements, as well the policies and procedures of the childcare center.
